Q: Are these running lights, or just brake and turn signal?

Mine are not running lights only brake and turn signals working .... defective! And I’m hoping they will replace them

Q: Do these lights replace West bar lights

I don't know what a West bar light is. Perfect replacement for my TrailStar boat trailer tailights tho.

Q: Where is best place to connect white ground wire ring terminal? is it okay to attach to any metal nut/bolt e. g. license plate bolt.

It would be best to attach it directly to the trailer. You can do that with a self tapping metal screw. However, it should also work by attaching it to the license plate bolt if it has a good connection to the trailer
