Yes, this unit has a "scaled" back version of the Applied Ballistics calculator. It does not offer range card, multi-target or access to Litz's custom drag curves. This model also only holds 3 profiles on the Kestrel opposed to the 30 on the elite.

Q: Does this device require the use of a phone/tablet/other device after the first time inputting load data?

It will require those for software updates but you don't need them for updating load data. However it does make it much easier to do it by using a phone or tablet.

I don’t think there would be any ITAR restrictions, but who knows these days . I would contact Kestrel or just order one and see what happens .

Q: Can you update this with applied ballistics

It will communicate w/AB and talk back and forth between handheld, tablet or laptop. There also is a heads-up dope card that takes data from the Kestrel and puts it on a screen attached to your rifle (or artillery piece if that's your thing). You can upgrade the 5700 to Elite, which has expanded features. Extremely powerful tool.
