not sure what line you are asking about. if it’s the red lines of lower window - no ! - the shutter does not go behind window. not sure what that is in the picture 🤷♀️

My shutters size 14.5 by 62.5 but I can't find them here

These are decorative shutters. I have an older home, built in 1946, with wood framed windows. I measured inside the framing and came up with 58" x 15". I order the closest size and they look good.
