Paint cant be used. Solid as a rock when i opened the can

This paint doesn't dry. It was tacky even a week after I painted with it indoors!

Black was fine but the red was solid. It seemed like it was already opened and allowed to dry out.

I opened this a couple of days ago and found a hard, rubbery plug that used to be paint. It was bathing in a semi-transparent fluid. Awesome!
