Will this work with the poe hat available for raspberry pi 4?

Yes it will work. However, you will need to get some pass through pins as the PoE Hat sits ontop of the GPIO of the Raspberry Pi

What battery is used?

There is no battery on this device, however there is a SuperCap which will store the GPS fix data for about 4hours

Is there a RTC battery backup?

Not a traditional RTC., but it does have RTC functionality. Once the GPS gets a fix, the time will be updated and it will be kept accurate via an internal RTC in the GPS module as long as there is power. No GPS fix needed after initial fix.
