Can I use this casing for bologna?

If your OK with 1-1/2 to 2 inch diameter bologna then go ahead That sounds pretty good. Natural casings can't expand that much to make sandwich size bologna.

Is this the right size for breakfast sausage links?

No these casings are Italian sausage size.

Will smoke penetrate these casings?

Yes, but they are as waterproof as balloons. My sausage meat had water in it, and after I smoked them they looked like water balloons. Poke it, and the water then leaked out.
