yes That's what it is used for. You put the recommended amount in you tank just before a fuel delivery.It was highly recommended to me.

Does this treat algae in diesel fuel? Nevermind, not spending $16-17 for shipping!

I used it in my oil tank and it worked great. I don't know the answer for diesel fuel.

Do you only add it before a refilling? Or can you use it in a half (or more) full tank if you begin to notice signs of sludge impact?

If you're experiencing problems from sludge, put the entire bottle in now. I use an entire bottle with a refill of 400+ just to keep ahead of any sludge. If you are not seeing problems use the recommended amount compared to your delivery amount.
