I have received only 21 bags. On My daughter birthday I have noticed only 21 bags recd. why this gap???

Delivery of the product should be handover in person
Product is good but delivery boy left the box outside , sweeper thought it was garbage so took it , he returned after seeing the box was sealed but delivery boy should at least give a bell 4/5/24
