Glue gel by pinflair is what I use for decoupage. It stays in a lump so it holds your item to make it stand out, you can also build layers to make a really interesting layered picture.

A good all rounder glue.
This is a very useful all round glue suitable for multiple surfaces. It is a gel consistency but can be easily spread flat. I am a crafter so the fact that I can also use it raised is very useful. And it does retain any height that it is put into. However I can only give it 4star as I have used it a lot previously and I find that once opened it does deteriorate. Also I think it is expensive. But I will purchase it again and recommend. I would also recommend leaving it overnight to dry properly especially if used thickly.
