They are meant to be tight and are pretty short. I actually only buy them for my little girl to wear under dresses because they don’t really work as regular shorts for her because of how short. But for some little shorts around the house I would buy them for a boy. You could also go up a couple of sizes to get them a little longer and looser; they fit true to size and really even a little on the small side.
