Yes it is, and it looks AWESOME! on my wife. The packaging is slightly different, but it is called "Bawse". I suspect that it's just because of differing markets (Canada vs. US).

Would this look good on golden skin and if not, what color would look good on golden?

I have light, but not quite fair skin. I can always wear these apricot and mauve shades. I'm not sure what you mean by golden, unless you mean tan, but even when I have a tan, I can still wear this color. You may want to go to a local makeup store to try on different hues to find your color range before ordering.
