Will they fit 2024 Toyota Tundra ?

Not sure but unless Toyota changed something under the wheel wells which is doubtful I would think they would. You should have 30 days to return if you don't mess them up. They fit my 2022 like oems. EZ to install if you have some mechanical abilities.

Do you have to drill new holes to mount these mud flaps?

No the flaps should align with the existing holes on the 2022/2023 third generation Toyota Tundras. They also include extra screws should you need them which I did. I have mine on for about 3 months now with no issues.
