I think that is not heavy enough, but you might be ok if used with a table !! 11kg base with table/25kg base without !!!

When the umbrella is tilted, should it spin round in a gentle breeze?

I haven’t really had it in tilt. I’m guessing it would move around a little due to wind using it like a sail.
