Will it run on pump gas. Here in CA all gas has ethanol

Texas has Non-Ethanol gas. That's what I run mine on. It will run on gas with Ethanol in it but the gas itself will plug up the carb if it sits too long. Close the fuel valve and let it run out of gas. Put treatment in the tank to keep the fuel from becoming useless.

Does it have a back up recoil start if you have a dead battery

You can pull start it on either fuel if the battery is dead.

It does not have a low oil indicator, but it has a low oil shut off. You should check the oil level every time you start it up.

Will the winds 11000 unit run my electric water heater and house

This unit should run your water heater. Most electric water heaters are 4500 watts or less .You will not be able to use everything at once . You should be able to use most of your electric devices. Just not all at the same time . The best way to use a generator this size is to have a 50 amp generator plug installed. You will also need a 2 pole 50 amp breaker installed in your electric panel. The plug is to be connected to the new breaker. An interlocking device will need to be installed on the panel cover. This will only allow power supply from the generator or the power company . This shouldn't be very expensive to have installed. This should be done by a licensed electrician.
