Yeah I'm not sure. Perhaps because the apron is a bit bigger, or maybe because they don't think children under six should be helping LOL I have no idea. I would this this set is perfectly fine for a chef in training, like your 2 year old! :)

Yes. I would suggest supervision so they know how to use each tool.

The apron is not plastic (well it wasn't when I bought it). It was for my grand-daughter. I don't know the dimensions.
