How do I put it together ? It has two screws same

Mine screwed on the bottom of the stem to the base then the top just sets on top of the stem.

Is the bottom heavy to prevent it from tipping over?

I don't have any problems with it tipping over at all. My necklaces and bracelets are not heavy; however, this does have a wide enough base that I don't think you'd have an issue. Very convenient way to have them available - just grab and go.
