Why does this have to be rinsed off?

I put quite a lot on, so I do rinse (in "hot" water) & it leaves a great little coating on my skin. I think if you would want to keep it on, put it on "after" you come out of your bath or shower & rub it in to spread it ~ just use a little dot for your arms, legs etc. You are going to love love love it!

does it smell like the body wash?

Yes. In, fact, if you like the body wash you will love the body conditioner. It's a must have. Paired with the body wash it will leave your skin soft and supple. When I apply the at night, the effects last through the next day and there is no oily residue to stain your sheets. I find the scent to be particularly calming at night. It doesn't smell of lavender, but the calming effect is similar.

Does this product smell like lavender?

There is a light lavender scent.

Does this have to be used in the shower and rinsed off or can you use it like a regular lotion and just massage it into dry skin?

It should be rinsed off after being rubbed in before bed. If you are one who showers in the morning like me, it is difficult to get in a routine at night.
