I don't know the answer but I do know you can buy pH strips to test it yourself. You can get them on Amazon, they look pretty cheap.

That being said, Garnier itself is cruelty free and Leaping Bunny certified (Leaping Bunny being one of the most reputable cruelty free certifications out there).
