Does the clip lock in place after rotation adjustment or is it “loose” to movement?

It's pretty stiff, and not full rotation, but it does NOT lock in place.

I have 4 rows of various shape & size vinyl banners that I currently form a patchwork with zip ties. Are these strong enough to hold them 3-4 deep?

no. I hold 1 vinyl sign, small, on my booth tent, and need to use 1 every 4inches to hold not even sure if would hold in winds. They are a hard brittle plastic, and have broken 3 just by opening them. I do not recommend.
