Yes, but it is very light weight. The metal bends easily.

Can this be hooked to 0.8 inch or 20 mm square bar? Will it close

The quality is not good. The clip breaks after frequent use and when I reported to the person selling it. I never received a response.

What is the diameter of the wire this is made from? Diameter 1/4 inch?

The main body is 1/4 inch of hard aluminum - strong. I got these two years ago so the manufacturing may have changed, but the springs on the gates of mine failed on most of them in a year. Again I cannot vouch for the current version. Mine had unpainted aluminum gates.
