Yes the item was well-packaged. Came in nice small white box that contains the 7 different size magnetic stir bars.

Q: Does it come with an instruction sheet to suggest which size for which volume of liquid? I need for a 4 liter container, 3000 ml of liquid?

There are no instructions. I tried a couple different ones until I found the one that worked best for my needs

Q: Can we use this to replace a stirrer that comes with self stirrer coffee mugs?

Yes, it's a magnet which has been coated with PTFE.
