How does the person get in?

At least from what I’ve found, the person has to have a screen door. Open the screen door from the outside, open the front door with the Bow Wow Barrier intact, then close the screen door behind you, open the Bow Wow Barier, and presto!

How wide is the gate when opened?

Company is saying 28" - I wanted to be able to keep my front door opened & use the gate to stop the dogs from jumping on the screen door.. we returned it.. Bed Bath & Beyond has retractable gates with much wider openings. Hope my answer helped....

Can this gate be attached to wrought iron railings with no drilling? I would like to use it as a barrier to my finished basement.

From the description you gave us, it sounds like you need our Retract-A-Gate (https://www.amazon.com/dp/B00DG0R342). The brackets for Retract-A-Gate need 2.5 inches of horizontal space to mount. To mount the brackets on a wrought iron railing, you may need our Stair Banister Kit (https://www.amazon.com/dp/B00TKDRRZ4) which is purchased separately.
