Yes, this is a generic flux for silver soldering.

Can I use this to solder a small ring on a piece of stainless steel jewelry?

You can But be very careful use a very small tourch not to get to hot, I would try on a scrap piece.

Can this me used on mirror in a stained glass piece?

Nope, this is an active fluoride flux for silver soldering. It also contains borax. After heating, this will eat your mirror, fluxing away the metal coating, and the heat required will destroy the glass pieces. Use the soft solder flux instead also by Harris. Lower temperature, and a bit less active, being an acid flux. Keep it off the mirror coating. I would also try a liquid rosin flux as for electronics, but it may not be active enough for the pewter canes. The pewter develops oxides pretty quick. The old lead canes required an aggressive flux like No-Corrode, but needed neutralization later so the copper edge wraps wouldn't dissolve over time/
