Q: 74 dollars for 1? 😯

Used to buy these - but Marc Jacobs stopped making them. Great pencil but I would not pay 74 for one. Find something else.

Q: Why does it cost 2x as much as the current price?

I was about to buy these again but hell no. We'll find something else. Price more than doubled. STOP BEING GREEDY. You'd sell more.

Q: Does this product have a shimmer to it or is it matte? Do they make a matte in brown? I've only seen "bronze shimmer".

The one called RoCocoa is described as Golden Brown. But in general, these eyeliners appear to all have a sheen/shimmer to some degree. You may need to look at a different product. The MJ Magic Marcer in Brown looks quite matte but is liquid eyeliner, and I believe waterproof.
