Can you use this without a drill I only have minor scratches?

Cerium Oxide is for the removal of minor scratches. You will not be able to remove the scratches by hand, the use of a drill and felt polishing wheel (or equivalent) is needed to remove superficial scratches from glass. Even with the drill and felt wheel, it is not a fast process and may take several applications to achieve the desired results.

is 8 Oz enough for a big windshield ?

I just polished out many wiper scratches on my 2009 Nissan GT-R. It took under 90 minutes and I used less than 1/2 ounce. You could go into a minor windshield polishing business with 8 oz.
