not sure. seem to be paper with shiny (plastic?) coating

Will the cream wash out of bike shorts, or will there be a build up of residue in the shorts?

Do you apply this to your butt even with a chamois bike short? To your inner thighs? My usual ride is about 20 miles and usually no chafing.

Indeed. Not really required for 20 miles especially if you ride regularly. It's a must for me personally when riding 50-100+ miles a day. 75+ miles requires multiple applications (2-3) over the course of your ride.
