Q: Can you tie a lanyard to it?

There is not a dedicated connection for a lanyard, but some people connect a tether through the connection arms between the Shorty and the camera.

Q: I want to buy it to use it for both, land and sea. Do you think would ir perform good in sea water ? Does the manufacturer made it for that too ?

For the sea GoPro recommends the floater not the shorty, that is only for above land use

Q: Can it stand underwater?

Yes, the Shorty can stand underwater. The setup with the camera is denser than water so it will not float.

Q: can this be used for streaming top down? for twitch

It can be used in any position. Mine has been upside down and sideways when I'm shooting automotive videos.
