Q: Can you take the whole panhead off the window mount and install it on a vortex tripod? And vise versus? Thank you.

I bought a separate pan head so I have never tried doing that. I do know that the window mount won't work with my angled Vortex spotting scope. So I have not been able to even us it on the window.

Q: Will this work with an angles scope?

It can fit an angled scope, but as mentioned before, you're going to need to rotate it with most vehicle window sizes.
