No, only to size 12 and they are snug in that size.

Can men buy these boots as well for themselves? My feet are small and I can't find my size on the men boots. I'm size 8 but men size only is 10.

They are a gender neutral boot - if you can get figure out the size difference then they should be alright. However, I did have a problem with the fit of the uppers -they were very tight at the top - cut into my leg right below the knee. They are also large at the ankle - they flex but oddly! I returned mine and purchased 1/2 chaps instead.

Absolutely. They are a tight fit so I would recommend ordering a size bigger so you can have room for heavy socks if you are wanting to wear them in cold wet weather.
