Q: Does this pad come with the cover shown or not??

Ours came with the exact cover but NO heating pad.

Q: Does anything on the product explain exactly WHY they can't be reheated again until completely cool? Has anyone tested this?

As others have said, if it's not completely cool before microwaving, it could overheat and melt. Because of this, I bought 2. I heat one at night, and if I need one in the morning, I heat the other one. This way each has 24 hours to cool before I heat it again. It's an expensive solution, but works well for me.

Q: What if you don't know the wattage of the microwave? How many minutes would be safe?

I use these often. I don't know wattage but I put them into my new microwave for five minutes. Let them cool down before reheating.

I don't know how thick the pad it. Mine are on top of the pillow that came with the pet bed with two baby blankets over it--one quilt type and one regular baby blanket. The heat goes through those. The dogs sometimes sleep directly on the Snuggle Safe under the blankets or they lay on top of the blankets and feel the heat coming through. I hope this helps.
