Would this work on a chubby girl?

I ordered the medium size, and it was only big enough for a small 8 year old girl. It was ridiculously small and will never fit our actress who is an average sized 23 year old woman.

Can I take tne foam out and replace it with something else, and how stretchy is the outer material?
