Are they 3x3 size it says strips

No they aren't strips. They are 3x3 in size and can be cut to the size you need. As long as you keep it in its "wrapper" you can get more than one use if you cut them.

The box I have says made in the USA. This is a great product

Yes there is a date. The package that I just received has a date of 9-30-2024.
