I ordered 2 bulb 1 is not working like emergency bulb

Faulty circuit design
It is mere wastage of money. Bulb is continuous glowing with full brightness ,if power available & switch is on. But in actual need it will glow with almost half brightness only, if switch is on & power supply goes off. Other words, it remains ON with full brightness during charging , consuming electricity unwanted. Hence circuit design is faulty, not working well during emergency.

This 12W bulb on backup mode produce same brightness as a 8.5w bulb on backup. When on power supply, the 12W bulb produces brightness somewhat close to the led tube light.
