Does this bottom shaper really lift butt or slim waist？

I definitely notice there is more slimming in the waist support vs. lifting the butt support.

Do you deliver to jordan cash pay at the seen

You would have to contact the seller about that. But I highly doubt they offer a COD (cash on delivery) payment. Most companies do not offer that anymore as of about 10 years ago.

I am usually a XL should I go down a size ?

I recommending going for the size you normally go for instead of what their chart says. I am always a large, but the chart's measurements put me at an XL. Now I'm going to be returning that to get a large like I should have done in the first place

Is it actually high waisted enough to meet your bra in the back how it is in the picture?

Yes it is actually high waist to meet your bra
