Is the size consistent with clothes size?

Yes. The sizing seems to be true. I would suggest doing a quick tape measure just to be sure. My daughter really likes this set. Soft and comfortable..

My daughter has a 27 in chest. Seems shes right between 7/8 and 10/12. Which size would be more comfortable for her?

My daughter is about a 26 1/2 in the chest and we got the medium. Fits great!
