does this work for a roland octapad spd30?

It should, but does not come with the mounting plate. The mounting plate from Gibraltar is compatible, but you will need to purchase screws. Refer to the spd30 manual for screw size or take it with you to the hardware store.

How high is it at full extension?

People are so helpful. I e-mailed the manufacturer, as I had the same question: 26.5" to 37" is the height range. (Probably not useful for you, anymore, but perhaps for the next person.)
