does it have a stitch regulator?

It has a speed control, but it doesn’t have a stitch regulator.

Is there a stitch regulator I can use with this machine?

I don’t think so. Usually stitch regulators are offered on commercial quilting machines. But it doesn’t hurt to ask Juki company if they offer it.

what feet come with machine

They are listed in the description. It comes with a lot of feet, only a few bobbins.
