can this be used for scoring card?

In short yes. Used correctly this tool can be used to score card and I have used mine to do so, specifically I used it on a thick paper type card to generate a clean fold. For use on thicker card boards I am not sure it would be suitable but likely would be ok.

Can this be used to fold card?

No it’s a Scribe, commonly used to mark up metal or wood or plastics. If you want to fold cardboard for modelling or box making you need a sharp modelling knife to score the fold line in the card. Think you have confused Score with Scribe!
