Is this big enough for adult dachsund?

We have a mini dachshund that it fits, but we bought it for our full size adult dachshund and she did not fit in it, it was way too small for her. She weighs 22 pounds.

Is there a way to secure with the car's seatbelt? Im afraid elastic strap around seatback would snap in a collision?
