Instructions unclear...step#4 says to put the bag in the cold salted water, the bag was emptied in step #3 what does it really mean?

What it’s saying is that you can cook it two ways. Boil the water, then place the buckwheat in the boiling water for 10 to15 minutes. Or, (step 4) you can just place the buckwheat in cold water, place on stove, and start the heat. If you chose the cold water, add 5 minutes to the time on the stove.

How does this compare to Wolff's kasha? Are there instructions in English included?

Never tried wolf Kasha. I always buy it from Russian store. Taste great. It’s top Ukrainian brand. Yes, they do provide instructions in English. Basically, it’s like rice in a bag. Put in boiled water salt to your taste and boil on medium heat for 15-20 min. Package you open on the side and easy to open and get the kash out
