Could this be used with my regular drill or does one HAVE to have a Dremel?

You could use a regular drill to drive this tool, but you won't get the high speed or more precise handling of the dremel-type tool. Note the "Dremel-TYPE"; any brand of high speed tool will work. Harbor Freight sells a decent Dremel-type tool at a reasonable price.

Will this work with the Dremel 4000?

Yes it will. This has a standard shaft insert so it will work with almost all Dremel tools and most accessories.

Lots of complaints about durability. Has the company fixed these issues?

I've been using my cut off wheels for over a year on a regular basis and have no complaints. I cut steel rods and small bolts plus anything else of small size that require cutting. If you need more durability I would suggest the air driven cut off tools.

Will this cut through a axle wheel bearing? I have 02 Jeep Grand Cherokee with bearings pressed on axle shaft. I need a small wheel instead of 3"?
