Why are these brake pads so much thinner than the oem harley pads. Seem to be about half the thickness of the pad.

I am not sure why the pads are thinner. I can tell you that I have installed a set of these in 09' and they are still working well after 8yrs. 18,000 miles.

Does it fit cvo ultra glide 2011

I don't know but they should fit unless you changed you wheel and rotors.
