What is the finish like is lumpy or smooth

Grainy. I’m not happy with the look or the feel compared to my other walls which look and feel smooth as velvet. I wouldn’t mind if it was only the touch, but the wall looks grainy up close.

Can I sand the wall after painting? I plan to apply 1st/2nd coats this and then normal one. Will sanding 1st/2nd coat affect the heat insulation?

This is now a smoother additive and when you add to the paint and apply 2 coats I am sure you won’t need to sand it. You won’t even need another coat. As the finish it gives is very nice. But if you want smoother just paint without for the last coat.

Is this water soluble as in cleaning brushes?

It depends on the paint that you mix it with. It's a powder. You pore the powder in the paint and mix, then paint on the walls. 2 coats are needed. 1 bottle mixes with 5L of paint. It's good stuff and works really well Hope that helps

Can you paint over wallpaper with this

I don't see why not -- it just slightly thickens the paint with a particle additive
