A curling iron would be too much of a load for it.

can you use it with a small appliance like electric toothbrush charger?

Small electronics like an alarm clock or phone charging, but it typically can’t handle the load of appliances. I’ve used mine to charge my electric razor though so a toothbrush should be okay.
