Don’t see why they wouldn’t. They are pretty universal. Just strap right on.

They are waterproof? Where I can get the rack?

Yes, they are. The racks are sold separately

Where are the Removable liners? They are not in the large bags.

When I received mine, I found them inside one of the bags.

If I have a rack do I need to use the straps?

Depending on what you mean by racks, if you mean the panniers, the racks that come with the bike you need to use the straps that come with the bags, but if you have a rack mount that attaches to the bags and also to the panniers there is no need to use the straps
