Can you reuse these sheets for multiple shirts?

You can use them multiple times if you are making sunprints on fabric/paper.

Can I use with regular ink jet ink to make overhead transparency? Is it clear?

I printed a photo I took from my regular ink jet printer. It is clear, I used the transparency for a sun print on fabric but you can project the image using an overhead projector for other purposes.

Do I need a certain printer to use this?

This is specifically for an inkjet printer. Laser will melt the ink jet surface. If you want to use a laser printer, you can use normal overhead transparencies with no coating. Those are usually not dark enough, but can be if you double them up and scotch tape them together.

Can you use a laser printer?

Laser transparencies are available everywhere cheaper. These are specially coated for inkjet and are waterproof on one side. Ink jet ink gives a darker negative for better prints. If you use laser transparencies, double or even triple them up to make a darker negative.
