Can you use them in water?

I didn’t look into that since it was not the reason for my purchase. They are weighted with sand so you may be able to use them in water

what size wrist will these fit around?

I wear these on my wrists since they are too small for my ankles, and the area on my wrist where I wear them is 10" in circumference.

They were an acceptable bulk. However, I returned them because they were too big around my ankle and slipped down unless I put on shoes.

What size ankle do they fit?

They are adjustable because of the velcro but if you have very slender ankles they may not fit. At their narrowest point, my ankles are 8.5" in circumference and the weights just about hang on. Any smaller and they wouldn't stay on.
