Will using the 12v power adapter damage drives that only need 5v?

I've never ran into a problem connecting a 4 pin power molex or SATA power cable to any hard drive in the 15 years I've been repairing computers. Both power cables supply 12v and 5v to the 2.5" and 3.5" drives I've dealt with. So there's no issue if you keep the 12v power supply plugged in all the time.

What is the point of the adapter?

Just to clarify: GypsyEarthBiscuit says that laptops "can only have one internal drive." This is not correct. There a number of laptops that can have more than one internal drive. Some require an adapter of some sort, while others can do so natively. I have an Asus X551MAV (consumer grade), about 8 years old (I am a technician, so upgrading a PC and extending its life of is not a big deal for me; I had the same desktop once for around 15 years!). I took out the optical drive and used an adapter to install an SSD drive. I also have an HP ZBook G2 14 (enterprise level), also older than the average PC, with a space for a "gumstick" type SSD, plus one for a regular HDD, which could easily be swapped out for a SSD with no problem. And I agree with the majority: this type of adapter is generally used to connect a normally internal drive via an external connection to another device, usually a PC, usually to access the files.

Will is adapter work with the raspberry pi's linux debian os?

UASP is supported in linux. You won't see the full speed though.
