Most importantly does it work with a smart water bottle?

Yes. I prefer to use on a smaller water bottle when backpacking(smaller than a 1L smart water bottle at least). I have a dedicated bottle for my bidet, as to not risk contamination.

Will this work with a 28 mm opening such as the hydrapak stow?

It works with 1" and 0.9" openings. That's 25.4 and 23 mm, so I'm afraid 28 mm won't work :/

Does this work with Evernew folding bottles?

It works with my sawyer and platypus folding bottles. both have a screw top similar to a 20 oz soda / water bottle.

Is there a way to cap the top so it doesn't leak?

No, no way to put a cap on the CuloClean. I just remove the CuloClean from the bottle, stash it, and put another cap on the bottle, no problem.
