I would like to copy VHS taps to DVD. Will this unit do a good job?

Nope. As far as I remember, the DVD was play only. You could go the other way, DVD to Vhs but I'm pretty sure it didn't let you record DVDs.

Is it multisystem and supports different format such as pal vhs?

This only would support US versions of VHS and DVD's

Does a vhs have a tuner? can i record with an antenna?

You will need a digital VCR to record. Not analog VCR. Or you can use a digital converter box in addition to the VCR and antenna.
